疑似遭餓死的8歲女童，原本是士林區葫蘆國小101學年度新生，當時沒有報到入學，學校卻沒有通報強制入學委員會，錯失挽救一條生命的機會。

日前台北市長郝龍斌震怒，要求重懲葫蘆國小校長齊祿禎，但校長齊祿禎認為，這根本是要逼她退休，民政局公布公文，發現去年和前年，葫蘆國小回傳的調查表中，未入學新生寫的都是零，也成為學校過失的鐵證，如今校長也被停職接受調查。
