26日，薄熙來案庭審落幕，法庭將擇期宣判；28日，習近平進入大連視察。儘管習在大連並未發表「反腐倡廉」言論，但他的行動已經說明，一方面要安撫遼寧大連民心，持續推動發展；另一方面則宣示北京對薄案的立場，打擊貪腐絕不手軟，讓擁薄勢力徹底死心。

薄熙來被控受賄和貪汙，都與其主政過的遼寧大連脫不了關係；在薄案庭審實錄中，大陸民眾看到的是醜陋不堪的官商勾結嘴臉，令人對遼寧大連官場風氣不敢苟同。習近平選在庭審結束第二天前往視察，就是要穩住當地的投資環境和民心。

其次是向擁薄的殘餘勢力宣告中央強硬反腐的立場。在薄案庭審期間，不少左派聲援者群聚在濟南中院周圍，見機行事；看到外媒靠近，就拿出標語示威，連毛澤東像都亮出來，試圖塑造薄是悲劇英雄的形象。

習近平在忙於籌畫三中全會之際，仍第一時間視察遼寧大連，可見他深知薄案在大陸民間的影響力，必須以行動表態。唯有如此，中共才能在三中全會大開大闔，為將來10年的開放道路，掃除干擾因素。
