上海公布自貿區負面清單

上海市政府今天凌晨正式發布2014年版自貿區 「負面清單」（負面表列），2014年版特別管理措施較2013年版的190條縮減51條，僅有139條，幅度達26.8%。139條措施中，完全禁止類管理措施29條，其餘為限制類管理措施。

在修訂後的「負面清單」中，因擴大開放而實質性取消14條，因內外資均有限制而取消14條，因分類調整而減少23條。從開放的角度來看，實質性取消14條，實質性放寬19條，進一步開放的程度達到17.4%。

上海自貿區管委會常務副主任戴海波先前曾表示，2014年版負面清單會取消部分條款，或將條件放寬，並提高透明度，改進原先表述較籠統的措施，「體現內外資一致性」。

在開放項目方面，2013年版清單「限制投資房地產二級市場交易及房地產仲介或經紀公司」，2014年版則修改為「限以項目公司形式投資房地產二級市場交易」，凸顯新版清單有一定程度的放寬。
